Pages take full advantage of the fact that they are digital, so they can automatically scale infinity both vertically and horizontally to fit whatever content you want (images, videos, embedded pdfs and spreadsheets, etc). Notes feel non-linear in nature as you click on a page's name to jump to it rather than have to scroll through the whole document in sequential page order. Picture the most organized 3-ring binder that makes full use of fancy color-coded tabbed sleeves and all that jazz. Onenote is different in that it treats your notes more like an actual notebook rather than a collection of document files scattered across different folders. If you are using it to run a game then you will likely need to juggle several files at once. Google Drive itself is more of an online storage system similar to Onedrive, so you can store additional file types (images, pdfs, whatever) to share to your users. One possible advantage over MS Word is that the documents are stored on a cloud so different users and devices can access and edit the files at the same time (no purchase or download required). There's an extremely high chance that you will also end up having a lot of individual document files sorted into different folders as well. It also displays its documents in the same linear scroll of page after page, so you will need to make good use of Headers and the Outline View in order to quickly find what you're looking for in longer documents. It has all the typical document formatting options you would expect. Google Docs is very similar to Word, so much so that I think it is deliberately designed to be as identical as possible to make it an easy switch for new users.
